The problem with sex strikes is that most women aren't sleeping with the men in a position to make the desired change. So, not very effective.

Take the Roe v Wade ruling, for example. There were some calls for a sex strike, but most pro choice women already don't sleep with pro life men. It doesn't have any impact for them to deny sex to their boyfriends/husbands with the same political views.
