I think she is looking at things the wrong way. When I was younger my and a buddy go to a pizza place. As we are walking out he sees the food license on the wall, snags it. Its stealing, or vandalism. The mind set is, no one is going to care enough about a piece of paper to actually do anything about it. Cops have more important things to do. They can just get a new food license right... I don't even think he did it. The video is dark and odd. The Engrish he uses is obviously written by North Koreans. No American has ever done more than two years of their sentence in the DPRK. And a lot of their charges have been fabricated in the past. This is a country that will kill a military official with a mortar blast for falling asleep at a function.
