as a Londoner there is a specific procedure to giving some one your seat.
First if they look like they were on the titanic you get up and offer them your seat.
However it isnt always clear and sometimes can be taken rudely, best just do the following. Stare at particular person. Once eye contact is met, mouth the question 'would you like my seat?'

I'm not sure how it is elsewhere, but in London disabled / pregnancy seats are just regular seats, that signs ask you to vacate if asked. They aren't like disabled parking spaces.

Back in my late teens when I've been on a bus, sitting, reading a paper, half a dozen elderly ladies started to mock me why i'm not giving up my seat for them. I did, then for the rest of my trip they've been arguing who should sit down, because none of them actually wanted to.

So after that, in my opinion, they are free to ask for a seat first.

I'm early 40s but have some physical disabilities. Most of the time it's not a huge issue but occasionally I legitimately need those seats. The last time was on a very overcrowded transit train with no seats available. I simply explained to a person in the reserved seats and asked if I could sit. He immediately stood up. It's simply shocking what communication can achieve.

Benefit of the doubt, but we have no idea how old this woman is or what kind of assistance she might require sitting. The disability seat is located near the doors with hand rails to provide support and ease of access. Sure she could have sat in the empty seat, but if she has back or knee issues even if she has a cane it might be easier for her to brace herself against the bar than attempt to sit and stand quickly enough before the train moves without falling. The polite thing to do would have been for the young people to move down as soon as the seat opened if they are able to, and for the responder to take a second and think about the many people who have disabilities that are not visible especially when all we have is a selfie to go off to judge this woman. And this woman should have asked first if she could have the disability seat if she needed it in case this young woman also might need it. I feel like if we just talked to each other as human beings instead of making internet posts we might be able to be a bit more compassionate as a society.
