The implication of such a phrase is that the woman's happiness comes before the man's. I believe that some men will avoid criticizing their spouse in order to "keep the peace". I think women do this too, but I think women are more sensitive to conflict, and I think that has an effect on their communication. I think women sometimes conceal their criticisms until several of them have compounded and resentment has been built up. Another oft-cited anecdote is that men who try to criticize their partners will experience a flip in the conversation where it becomes all about managing the woman's hurt feelings, instead of acknowledging the man's objections.
