Weasel word:
A weasel word (also, anonymous authority) is an informal term for equivocating words and phrases aimed at creating an impression that something specific and meaningful has been said, when in fact only a vague or ambiguous claim has been communicated.
For example, an advertisement may use a weasel phrase such as "up to 50% off on all products". Some weasel words may also have the effect of softening the force of a potentially loaded or otherwise controversial statement through some form of understatement, for example using detensifiers such as "somewhat" or "in most respects".

The anti-men's rights crowd loves to paint Men's Rights as a bunch of conspiracy-driven misogynist nuts. 'Feminism is just equality!' they'll explain, rolling their eyes if you dare to mention a men's rights issue.
OP's quote is yet another example of how feminist rhetoric demonizes men. Statements like this have increasingly appeared in academia over the last 40 years. It has become an accepted practice to make blanket negative statements about men in order to portray us as innate rapists, child molesters, deadbeats, or abusers.
This alone would be offensive and bigoted nonsense, but when paired with the powerful feminist political lobby this type of rhetoric becomes especially problematic as this demonized image of men is subsequently used to justify laws like the Duluth Model, VAWA, the Tender Years Doctrine, etc. It is used to deny fathers custody of their children in family courts. It is used to railroad men falsely accused of rape. It is used to justify a lack of concern over the 8x (10x after divorce) suicide rate of men in comparison to women. It is used to pooh-pooh statistics that indicate gender symmetry in sexual/domestic violence and increasing 'gaps' that favor women in education, mental and physical health, government assistance, and social support.
When the anti-men's rights crowd rolls their eyes and insists that feminism is 'just about equality' and that we're just 'entitled whining misogynists' it is helpful to keep quotations like OP's post in mind in order to understand where they are coming from. They are against men's rights for good reason.
These people have bought into feminist propaganda against men: they see men as sub-human savages who do not deserve equal reproductive or parental rights, due process when accused of crime, or support when victimized.
Many of these people now have careers in the social sciences and depend on a demonized image of men for their livelihoods. Entire departments of universities and government have been established that can only be sustained via ongoing public perception of men's innate cruel and oppressive treatment of women.
These people will tell you that feminism is 'working on men's issues!' and that anyone interested in gender equality is a feminist because 'look at the definition of feminism!' while refusing to acknowledge or take meaningful action against the dehumanization and subjugation that feminism has wrought for men or its disastrous effect on families and fatherless children.
These same people will explain that feminism doesn't 'yet' focus political action on issues where a disparity of rights favors women because of the more 'important' battles for gender equality they are currently waging: A campaign to ban the word "bossy" or maintaining a Tumblr blog about "micro-aggressions".

It is NOT pseudo, it is simply NOT science. Just as Historians don't do science either.
Something to be qualified as SCIENCE must have the tools to replicate experimentation (e.g. scientific method) in order to replicate results.
In Physics you can replicate an experiment, while in History you can't. Just as in psychology, or social working.

Actually, you can attempt to replicate results yourself of studies published.
The problem people have is that studies often rely on self reported data, surveys, etc. which doesn't appear very scientific on the surface.
Another problem is the history of actual pseudoscience related to the field like dream interpretation, etc.

It is an art rather than a science, my understanding is that it is based around theory rather than fact and that whilst those theories may be based on facts they are not necessarily provable or always correct. Its in a similar league to sociology and economics (especially macroeconomics).
Pseudoscience is a bit harsh as it implies the study is lesser or valueless but I think he means to say that it is not a science in the same way biology would be.

The facts and stats quoted in that publication pretty clearly show that aggression towards one's partner is not a gendered behavior, but something both sexes do.
Of particular interest is the discussion on bi-directional (also called reciprocal) violence, which shows that women don't just perpetrate but initiate more violence than men do, and the section below that shows that their reasons are about the same.

Well, I don't mean to be a dick, but you should be studying Cybernetics, Anthropology and Neurobiology if you want to know about how humans come to think and do things. Psychology is widely regarded as confirmation bias bullshit. I mean, if the NIMH is distancing itself from the DSM5 (the bible of psychiatry) claiming "patients deserve better" than "syndromes" and "diseases" identified by selection bias and therefore not reliably treatable because neuroscience shows the diagnoses have no common underlying cause... then how much better can it be for psychology wherein the methodology came from in the first place?
It should be a red flag with regard to psychology if a book like that isn't laughed right out of the field since it's widely known that women are as aggressive or more aggressive than men? It's not just that the book you're reading is biased. That's a mere symptom of damn near the whole field of psychology.
I don't mean disrespect, but psychology's claims do not refute their null hypothesis, and are thus not scientific in nature. Consider this: You only recognized that sentence as bullshit right off the bat because you actually know something of the subject. What else is just plain bullshit that you don't happen to be so well versed in to call bullshit on it? Having studied some cognitive sciences myself, I can tell you the answer is a hell of a lot more than should be acceptable... Greater degrees of mental gymnastics and jumping to conclusions I've only seen in Feminism and Scientology.

The issues are a little deeper than selection bias. But, it's nice to know the hot word sentences have gotten around to the critics.

You may want to take a few Neuroscience and Neuropsychology courses. Many psychological issues such as depression, anxiety, and even ADHD have clear connections to certain brain structures. To pretend that psychology, psychiatry, and neurology don't work together and aren't in the process of doing neuroimaging research (and have been for decades) is just plain ignorant. As a clear example all you have to do is look up information on the HPA axis and it's roll in depressive and anxiety disorders.

That makes it hard to take the handful of legitimate scientists in the field of Psychology seriously. But it's important to remember that there are some serious scientists in that field too.

This is going to sound crazy, but this whole concept of "men are inherently monstrous rapists" is something that came, largely, from the racism of white women, with the full support of white men. I'm sure if there are any actual black people on this forum, they will understand how this logic was originally intended to vindicate white men - "they are men, it is in their nature, you can't blame him if the woman didn't stop him well enough" - and vilify black men, EVEN IF THE WOMAN CONSENTED.

To me, it sounds like this is a section discussing the views and conclusions of a particular psychologist/feminist/researcher of some kind, specifically what this person may have written in a particular book or study that they did.
Psychology is not an EXACT science from what I understand. There are many different psychologists with many different views. I dont AGREE with the views or conclusions of this particular psychologist, but that doesn't mean that their professional opinions as a psychologist are any less valid. It's obvious in your personal lives as well. Watch sports? There aren't a lot of women wanting to play football and rugby...Talk about your fantasies? You can not seriously dispute that men are more aggressive. What you can dispute is that it's always a bad thing. Male aggression can be channeled into productive activity - competition, innovation, security, etc.
It doesn't mean that women are never aggressors, but it's pretty silly to suggest aggression isn't associated with gender at all.

We do call it like it is here most of the time. And the reason why we have an issue with the idea that more women than men get raped is because it is entirely incorrect.
On the subject of prison rape, did you know that women are more likely to be sexually assualted by other inmates?
And as to female perpetrators of rape.. Male victims are significantly less likely to report being assaulted? And while more perpetrators are probably men, a significant percentage of victims are also men And they are generally ignored through handwaving. "Oh womyn have it worse so who cares about the men? Men are the opressor-race and thus can't be victimized, insert sophomoric sjw logic here, etc."
It doesn't help that organizations like the CDC have even made the definition of rape defined as forcible penetration, so that ONLY women can be victims, unless a woman don's a strap-on before she sexually assaults someone. So this and chronic under-reporting, as well as just plain not being believed (far more frequently than female victims) further deflates the numbers of male rape victims. The actual numbers are probably significantly bigger than what are often reported.
And to make matters worse, there's no support structure for male victims. It's often not considered a crime. Like when a teacher statutorily rapes a student, who is a minor. Minors cannot consent to sex, making it both rape and pedophiliac sexual abuse. And yet the teachers rarely go to jail for more than a a year or two. A man committing the same crime would be charged with rape of a minor and go away for a good 20-30 years. Where he would in turn be subjected to the only real "rape culture" in the world.

If this is an honest question (your account is new), then the problem lies in this: Most people, the MRM included, would define rape along the lines of "forced sexual intercourse" or more broadly "sexual intercourse without consent". The study you linked defines it instead as "penetration of the vagina or anus with a penis or an object without consent" (paraphrased). Using that rape definition produces the numbers you provide, but it also hides away all the "intercourse without consent" women visit upon men under a category of sexual assault ("made to penetrate"). If you were to count this as rape, the raw rape numbers would be almost equal between men and women (overall women would still be more likely to be the victims of sexual assault or rape, but not nine times more likely).
edit: Also, I know somebody will bring up prison rape either in answer to your question or generally in the thread. I think the context of prison rape and the context of your question are different, and it has a different dynamic (and is to an extent (where it is prisoner-on-prisoner-rape) removed from the normal gender context), which is why I do not mention it in reply, not because I do not think it isn't important.

You are slightly missing the point. If you define rape as penetration, you have just defined your statistic. You don't have to do a survey to know<sup>1</sup> that you will find mostly women victimised by being penetrated against their will, and not men, because penetrative vaginal intercourse is the norm<sup>2</sup> while penetrative anal sex is not.
I'll give you a short scenario now:
Kim and Ashleigh are a heterosexual couple. They only have vaginal sex. They are in bed together. Kim wants to have sex, and Ashleigh does not. Kim has sex with Ashleigh against Ashleigh's will.
Is this rape or does it depend on who is the man and who is the woman in that scenario? I'd say it is rape regardless, because the important thing isn't the penetration, it is being forced into sex against one's will. The CDC sees this differently.
I've had a brief debate (I got insanely busy and was somewhat tired of the topic at the time and just stopped, hence "brief") with someone who pointed out that the definition itself isn't sexist in that men being penetrated is also considered as rape, but I think this is not a proper counter-argument because it entirely ignores the social context of rape.

Absolutely. I have no particular interest in making women out as rapists. I don't really care. The thing is I've grown up believing a lot of these feminist statistics, because we're all bombarded with them, told to accept them as indisputable fact and attacked if we dare to doubt them. I did once believe men were violent and women weren't, that women made less than men, that DV was almost always male on female and that rape was something only men did, etc. But when you look at the evidence and the least biased surveys and statistics we have, almost all of those "facts" turn out to be pure fabrication.
In the case of rape, the seemingly least biased numbers we have show that it's not a male thing. Women do it as well, and perhaps even in comparable numbers.

Actual facts, rather than incorrect conventional attitudes about both male and female sexuality.
For one: Erections are involuntary. Male rape victims become erect a significant percentage of the time when they are sexually assaulted. Ejaculation occurs during rape of men as well. This is because erections are involuntary reactions. They can occur for many reasons, and direct physical stimulation of the genitals is likely to achieve this response whether a man wants it to happen or not.
Some women can hold down men. Not every man is stronger than every woman. And even in cases where they aren't, there are other ways women can (and do) coerce men into sexual activity. Ultimatums, blackmail, and through the use of weapons. Because the man is intoxicated and is mentally unable to effectively resist (something feminists claim about intoxicated women all the time, whether it's actually true or not...but somehow don't think the same logic would apply to men...).
"Do it or I'll scream rape right now" "do it or you're fired" "Do it or I'll tell your wife we've been having an affair".
That's not even mentioning the teacher-student rapes, where an adult female teacher has sex with an underage male student. That is also rape. If the genders were reversed people would be crying for the teachers blood. But when it's a woman she might not even serve prison time for it. "Something something male privilege patriarchy."

OK thanks for the reply (and downvotes...). I didn't think about coercion, more just conventional rape. I still don't buy that a guy can have an erection when hes scared. Ya their involuntary when your sleeping or relaxed, not when your fighting off a women. I just still don't see the big deal in the textbook quote. Women just don't go around holding a gun to a guys head and saying fuck me, they can get laid much easier than men (men are generally less picky and OK with one night stands compared to women IN GENERAL). That survey is purposely misleading. It doesn't ask men if they were raped. It asks them if they were forced to have sex. This could be with a girl friend, wife, fwb... I would answer yes to it. But i would not say I've been raped. And it is totally different. I don't have flashbacks and panic attacks of when my gf came home drunk and mounted me when I was tired and didn't want to have sex, which generally women (or men, I'm thinking more I'm jail context) would for "real rape". In my case, and probably many of the cases for people who said yes in that survey, it was no harm to foul.

When was the last time you got a boner when you were scared, and in fight or flight. When you have cortisol coursing through your blood, blood is shunted from organs where it is not needed (AKA the penis), to organs where it is needed AKA skeletal muscle and the heart.
