There are other problems inherent to certain ideological outcomes such as misogyny/misandry, trauma, etc. but those are world-historical course corrections that need to be made over centuries of developmental policy.

The most immediate way to fix the most pressing issues (the apps in particular) in regards to dating for men and women is to overhaul our civil infrastructure per the title.

I think our modern alienation from the opposite gender largely stems from how separated we are, physically. Billionaires and real estate monopolies have completely ruined our urban and suburban developmental policies in government (among with many other things, the rotten bastards). This is affirmed by the increase in sexlessness, social anxiety, and decrease in alcohol consumption in Gen Z and younger.

Men will get more opportunities to learn healthy socialization and make friends with women outside of those they wish to pursue. Women will be more exposed to men and see them for their personality and social dynamics instead of another wandering set of pics and bio. Bars, clubs, and other social spots will become just another place instead of constant situations where a woman will have to be pressured into talking to several potential suitors due to the larger frequency of alternative opportunities -- in turn, men will have more opportunities to talk to women, learn what they like, and better adapt themselves in a changing world.

Money is also an issue - businesses and events will only become more and more expensive as time goes on. This is because of a finite pool of profit that can be generated in a market economy. The solution to this is to choose economic/commerce policies that decrease the costs of production mechanisms (robots, tools, etc), physical materials, and luxury goods. This will increase profits and allow businesses to run a finer bottom line based on demand.

Wages are a larger issue -- people need to spend money to do this stuff! But this is also where the government needs to twist the arm of big businesses and force them to cough up. It really doesn't get much simpler than that.

This is all well and good of course, but the real question is how do we achieve this politically ;)
