Most men are neutral about having kids and they usually have them because the woman they are in long term relationship has them. And even when the children are there, fathers usually spend as little time as they possibly can with their kids. They avoid all responsibilities associated with their pregnant partners and then newborn, toddlers and teens... never interested or involved as much as the mother is no matter which stage of life their children are in.

Even in event of a divorce when the father has custody a female relative like grandmother or an aunt usually ends up taking care of the child. I have no doubt that there are some amazing heroic dads out there but: 1. Not enough of them to make huge differences. 2.They dont have societal pressure to have kids like women have.

The demographic that is going to benefit from artificial wombs are going to be women who struggle to conceive or keep the pregnancy and same sex couples.

So unless we want to gestate children in the artificial wombs and leave them in orphanages, artificial wombs wont raise the birthrates and they wont affect dating because most men never want kids to begin with.
