Blue Pill (and PPD) speaks of "learning to read social cues", but misreading something as flirting isn't limited to the socially stunted 'needs to touch some grass' types, it's actually very common and according to a recent study, only 1 in 3 men and 1 in 5 women can accurately detect when someone of the opposite sex is flirting with them.

Women want men to approach (do the work) but don't want to take responsibility for the fact that this will result in men they are not interested in approaching. A tendency to shame and punish men who have yet to figure out how to read minds (calling them autists) .
