This is the correct way to do this. You have no right to privacy in a public space and if you're exposing large parts of your body it's only natural other people will look at you and comment. If you cover up that won't happen. It's a simple fix, but it's a good one.

Two things that jumped out at me here:

1) Women were saying the 'safety layers' made them feel more safe - does that mean they're acknowledging that what you were does affect your risk of being sexually assaulted?

2) It seems a bit classist to be made uncomfortable by attention from people in the subway (a.k.a. poor men) but okay with attention from people in the cafe/bar/wherever else you're going that you have to spend money to visit.
