Men are biologically wired to notice beautiful women. Say a woman is walking in front of a man at a store and she is wearing a mini skirt and the bottom of her panties/cheeks are showing. He can also see her legs. I understand making comments would be creepy and approaching her could be creepy. But why would looking be considered creepy? Like if you were on a beach and saw a guy in a speedo with abs and checked him out nobody would think a woman was creepy for doing that.
