If you try to engage physically with a girl, but she doesn't reciprocate, can you take this as consent?

I'm kind of in a bind with this one because I'm a very physical person, lots of hugging, touching, I just like it a lot. My issue is that whenever I'm dating someone and I touch them a lot some really like it but some tell me afterwards that they initially didn't like it, but got used to it, always after we had sex of course. This kind of puts me in this awkward position because I don't want to make someone feel uncomfortable. However, if I touch someone and they respond positively or not at all, I don't back off, unless they give an indication that they don't like it I'll obviously stop. In this sense I'm erring on the side of consent, rather than non-consent. Am I the asshole here?

This is really hard for me to admit but I run into the same problem. I tried to game this woman who I thought was introvert and shy, she wasn't reciprocating my touches but neither rejecting them as well.

I interpreted this as her being distant and needing to warm up. Later she told me she didn't like it at all.

This really hurt my feelings. Well, I mean, it kinda made me feel bad because I felt like I had made her uncomfortable, that sucks. No one wants to be put in that position.
