100% agreed that he doesn't see the girlfriend as 'his', as in, he was never planning on keeping her around forever. Likely, he doesn't consider women with tattoos 'wife material' and was always planning on eventually discarding her, probably using the lifestyle differences between her and his wider family as the pretext.
I think part of why he's so angry is that his mother is now permanently 'marked' with a reminder of something he never wanted to keep around forever. Rather than being able to forget about the 'sexy tattoo whore gf' after breaking up with her and finding himself a nice Madonna, he will continuously stare at the reminder of his ex's existence. She just forced him to acknowledge her existence and personhood for DECADES, when he never wanted more than to 'sow his wild oats'.
His absolute nightmare would probably be his hypothetical future wifebot one day asking his mum where she got that beautiful tattoo, and his mum then telling the story.

His girlfriend sounds really sweet to me that she would be nice enough to give his mom tattoo she clearly loves. I could be wrong but there was meaning behind the tattoo, so it sounds like to me she was going to get one anyway. I bet she liked her artwork from tattoos, so she was talking about getting one and his girlfriend was being sweet wanting to make his mom happy. Instead of being so immature he should be thrilled they get along.
In real world conservative women have tattoos. I know women like this in family who have them, so I don't understand his reaction. Knew traditional women when I was teenager who was housewife to military man who had tiger that covered her whole back. When went to church saw Christian women who had them as well. They are very popular to get for lots of people with different beliefs, backgrounds ect.
I'm not saying he should be upset about any kind of tattoo. If his mom got flowers for love of her family, I can't imagine how he would react if she got something he would consider drastic. Men compartmentalize in such weird ways. Tattoos are so common, and his girlfriend has them so considering his reaction she should leave. Most of mine took about an hour and 1 is fully shaded. It took closer to 90min but still not that long. My smallest tool 3min and the bigger is the shaded one. I believe it didn’t take to long if they had been talking about it before hand or if she freehanded it
