Condoms do not prevent all diseases. You can still end up with a host of STI's even if you use condoms every single time.
Men literally NEVER get tested for HPV (no regular test exists). HPV is one of the biggest causes of cervical cancer in women. He could test clean, not be cheating, give her HPV and that would be a worry and thorn in her health for years to come. Sometimes HPV will clear itself up over time but it means more frequent doctors visits and testing (additional costs for her). Have HPV could mean getting your cervix biopised which is painful AF. And if it doesn't go away on its own, they might literally remove layers of her cervix with the pre-cancerous cells which could cause fertility issues for her in the future.

Any dude who expects condomless sex to appease his feelings with no concern for the health risk he's imposing on his partner is a LVM who deserves nothing but to get dumped. Even if you trust a dude and he's been tested, the burden of keeping yourself healthy depends on you sticking to the boundaries that make you feel comfortable.
